Interest Forms for $570M Plan of Development Now Open – Mile High CRE

The city is currently gathering Registration of Interest (ROI) forms for the Denver Downtown Development Authority (DDDA) to identify potential transformative projects that fit within the approved Plan of Development. This information will assist in assessing the project pipeline before formal applications open in spring 2025.

Ahead of the formal application process, the city will host several public information sessions on eligibility and requirements in connection with opening applications.

Opening the ROI represents yet another milestone in the city’s plan to invest $570 million to accelerate downtown economic growth, an effort first launched by Mayor Mike Johnston in May 2024. Under a Plan of Development approved by the Denver City Council in December, the DDDA will accelerate economic growth and create a family-friendly, thriving and diversified downtown core.

The Plan of Development will guide the use of this transformative funding focused on:

  • New development and adaptive reuse (e.g., office to residential conversions)
  • Livability, economic opportunity, and jobs
  • Parks and public space
  • Arts, culture, and activation
  • Connectivity and mobility

“We are encouraged by the ongoing excitement surrounding the Downtown Development Authority and its potential for our city center,” said Bill Mosher, chief projects officer for the City and County of Denver. “The Registration of Interest is an important step for us to better understand the potential projects that could become a reality through this transformative funding opportunity.”

“We continue to build momentum for catalytic investments in our downtown as the public and private sectors come together to envision a brighter future for Denver,” said Denver City Council President Amanda P. Sandoval. “Throughout this extensive, collaborative process, we have heard overwhelming support. I’m proud of the way our city is rising to the moment, and I look forward to seeing the exciting and impactful project proposals to help us realize our vision of a vibrant downtown.”

“Every milestone in the DDA is a step toward greater access — for residents, businesses, and visitors alike — to a thriving, healthy downtown Denver,” said District 10 Councilman Chris Hinds. “We’re building a city center that is not just the heart of our community, but a place where everyone belongs and has the opportunity to thrive.”

“The renewal and expansion of the Downtown Denver Development Authority has already begun to generate significant energy downtown, and the opening of the registration of interest represents a significant step toward realizing an investment that will not only address current market vulnerabilities but be a true force multiplier in attracting future investment to our center city,” said Kourtny Garrett, president & CEO of the Downtown Denver Partnership. “The projects put forth during this pre-application stage have the potential to truly shape the trajectory of our city.”

Key data points collected through the ROI will include the name of the owner or interested project type, project location, and project description. The ROI is designed and intended to be simple to complete and should take fewer than 10 minutes to fill out.
